SPECIAL MEETING MINUTES

BOARD OF ALDERMEN OF THE CITY OF CUBA, MISSOURI

MONDAY – FEBRUARY 28, 2005 – 5:30 P.M. – CUBA CITY HALL COUNCIL ROOM

 

Mayor Koch called the meeting to order.  Aldermen present:  Mike Moreland, Ralph Bayless, Faye Howard, Kenny Killeen, and Brad Bouse.  Aldermen absent:  Judy Schroeder.  Comptroller Present:  Tonya Farace.  Public Works Director present:  Bob Baldwin.

 

Budget Discussion:  Mayor Koch would like to cancel the contract on the cell phones with the exception of the Fire Department and Public Works Director phones.  Public Works Director Baldwin stated the Departments will still have their pagers and that currently the cell phones are a backup.  Motion by Moreland, seconded by Killeen, to cancel the Cingular cell phone contract for all employees with the exception of Fire Dept. and Public Works Director.  Vote:  Five ayes.  Schroeder – absent. 

 

Salary Discussion:  Mayor Koch stated the current budget has the $500 employee raise added in the amount.  Alderman Bayless stated that the city should adopt the new salary scheduled presented by City Clerk Nash last meeting.  Mayor Koch stated that some may get a raise and some may not.  Discussion of COLA and yearly evaluations.  City Clerk Nash stated that these discussion were to take place at the March 21 Special Salary Meeting. 

 

Mayor Koch asked that each committee bring what is needed in each department at the next meeting.  Comptroller Farace will speak with the attorney regarding Payment in Lieu of Taxes and the possibility of having a separate electric company that would be run by a separate board. 

 

This meeting will take place after the March 21, 2005 regular meeting along with salary.

 

Discussion of Libhart billboard sign.  Mayor Koch announced that Mrs. Libhart is asking for $300/month this term for the city’s billboard.  She cannot provide lighting due to her permit with the State.  Alderman Bouse stated that there is another billboard by Meramec Valley Nursery that wants $350/month that is lighted and is a bigger billboard.  Alderman Bouse has looked into the design and can be redone at $600 per billboard.  Designs will be approved by the Tourism Tax Committee.  Motion by Bayless, seconded by Bouse, to cancel the billboard contract with Jane Libhart.  Vote:  Five ayes.  Schroeder – absent.  Motion by Bayless, seconded by Bouse, to sign a contract with Alpha Signs for a billboard at $350/month (out of Tourism Tax revenue).  Vote:  Five ayes.  Schroeder – absent.  Motion by Bouse, seconded by Killeen, to have both billboard sign redesigned.  Vote:  Five ayes.  Schroeder – absent.  Motion by Bouse, seconded by Killeen, to turn the design of billboards over to the Tourism Tax Committee to turn into council for approval.  Vote:  Five ayes.  Schroeder – absent. 

 

Mayor Koch read a letter from Ed Woorley asking for a letter of support from the city to put a county lodging sales tax on the ballot.  Motion by Bayless, seconded by Killeen, to support the sales tax.  Vote:  Five ayes.  Schroeder – absent. 

 

Mayor Koch asked the council to think about the committees they would like to be on for the April appointments.

Mayor Koch received a letter from MRPC stating that they do salary schedules.  All are curious to know the cost. 

 

Alderman Howard read a letter from the Dept. of Natural Resources on training regarding revitalization for $25 and would see if Marilyn Steward is interested. 

 

Motion by Bayless, seconded by Killeen, to adjourn.  Vote:  Five ayes.  Schroeder – absent.
