REGULAR MEETING MINUTES

BOARD OF ALDERMEN OF THE CITY OF CUBA, MISSOURI

MONDAY – DECEMBER 20, 2004 – 5:30 P.M. – CUBA CITY HALL COUNCIL ROOM

 

Mayor Koch called the meeting to order.   Aldermen present:  Mike Moreland, Ralph Bayless, Faye Howard, Kenny Killeen, and Brad Bouse.  Alderman absent:  Judy Schroeder.  City Attorney present:  Kent Robinson.  Public Works Director present:  Bob Baldwin.

 

Motion by Bayless, seconded by Killeen, to add 7a) to the agenda – Executive session – Personnel.  Vote: Five ayes.  Schroeder – absent. 

 

Motion by Bayless, seconded by, Moreland, to approve the regular meeting minutes of December 6, 2004.  Vote:  Four ayes.  Bouse – abstain.  Schroeder – absent.

 

Motion by Bayless, seconded by Howard, to approve the executive session minutes of December 6, 2004.  Vote:  Four ayes.  Bouse –abstain.  Schroeder –absent. 

 

Motion by Killeen, seconded by Bouse, to pay the bills as presented.  Vote:  Five ayes.  Schroeder – absent.

 

Citizens participation:  Terry Reeves presented the council with an Eagle Scout project.  He would like to put 12-15 wood benches around the stage area at Hood Park.  The Park and Recreation Commission were telephone poled and agreed to project.  Motion by Killeen, seconded by Bayless, to approve the Eagle Scout bench project.  Vote:  Five ayes.  Schroeder – absent.

 

Ms. Sarah McCoin.  Ms. McCoin stated that employees will enroll for the Flexible Spending Accounts 2005 on December 21, 2004. 

 

Ms. McCoin presented the following to the council for a January 1, 2005 effectiveness:

·        Roll over 100% of the HRA balances as of 12/31/04

·        City to contribute $250 effective 1/1/05 to deductible/dental/vision accounts for all employees.

·        City to contribute $250 effective 1/1/05 to the co-insurance account for all employees

·        Cap dental and vision expenses for the 2005 HRA plan year to max of $300 per family

Motion by Killeen, seconded by Bouse, to accept the 2005 HRA recommendations as presented.  Vote:  Five ayes.  Schroeder – absent.

 

Ms. McCoin is currently looking into other providers should BCBS disagree on contract settlement with Mercy providers.  Alderman Killeen would like to start the health insurance process in March next year.

 

Mayor Koch presented the council with the Comprehensive insurance bids from Town and Country Insurance (Mike Elliott) and FCNB Insurance Services (Sheila Ringeisen).  Ms. Ringeisen was not present.  Town and Country’s total bid $116,265.00.  FCNB bid per service description.  Total amount was unclear as there was not an Airport Liability amount, and some

other services were added.  Alderman Bayless recommended to keep Town and County as they have been with the City for over 10 years and he was there to explain the bid.  Motion by Bayless, seconded by Bouse, to accept the bid from Town and Country Insurance for all city comprehensive and liability insurance.  Vote:  Five ayes.   Schroeder –absent. 

 

Alderman Bouse made his feelings known that he believes that the Aldermen and Mayor should be paid for the work they perform due to the time and effort that is required of the position.  He also stated that it has been six or seven years since the last pay raise.  Alderman Bouse made the suggestion that if an elected official does not think it is worth the pay, they should donate the money they receive back to the city. 

 

Mike Elliot asked if the city would like to purchase the Terrorism Insurance that is available.  All aldermen agreed that it was not necessary.  No motion was made to accept the insurance. 

 

Mayor Koch warned the council that in January and February there will be several meeting to discuss the budget and financial statements prepared by Comptroller Farace.  Mayor Koch stated that the town has moved forward in the past few years and either the Board of Aldermen have some tough questions to handle or the citizens need to be on board and pass a possible utility increase or other possibilities to look into. 

 

All Aldermen and Mayor wished everyone a happy holiday.

 

Attorney Kent Robinson preferred that the council hold the executive session – personnel until next meeting as it was not posted on the agenda.

 

Motion by Bayless, seconded by Bouse, to table executive session.  Vote:  Five ayes.  Schroeder – absent. 

 

Motion by Bayless, seconded by Bouse, to adjourn.  Comments:  Alderman Howard encouraged citizens of her ward to contact her regarding opinions of ways to help out on the budget.  Citizen Steve Barton suggested that the city patrol the interstate to collect more revenue.  Vote:  Five ayes.  Schroeder – absent.
