SPECIAL MEETING MINUTES

BOARD OF ALDERMEN OF THE CITY OF CUBA, MISSOURI

MONDAY – NOVEMBER 22, 2004 – 5:30 P.M. – CUBA CITY HALL COUNCIL ROOM

 

Mayor Koch called the meeting to order.  Aldermen present:  Mike Moreland, Ralph Bayless, Judy Schroeder, Faye Howard, Kenny Killeen, and Brad Bouse.  Public Works Director:  Bob Baldwin.  No attorney present.

 

Discussion of Recycling Center:  Alderman Bouse had calls in opposition of closing the Recycling Center (RC).  One of his calls made the comment that there wasn’t adequate signage on Hwy 19 or in the Industrial Park and there are not any hours of operation.  Another called and stated they would volunteer at the RC.  Alderman Killeen spoke with persons that do not recycle and cannot justify the $20,000+ in labor to fulfill the grant requirements.  Alderman Howard aggress that this is an area to cut expenses, since Rolla has a nice recycling facility.  Alderman Schroeder and Alderman Bayless agreed that even if the business doubled, it is a losing operation.  City Clerk Nash added that Comptroller Farace had left a Statement of Revenues on Recycling in each aldermen’s mailbox.  Mayor Koch read the operating expenses for the RC and Net Income before operating transfers and in seven years there has been a total income before operating transfers of ($128,350.00).  **See attached**  Alderman Moreland stated that citizens for the most part will not use the RC unless forced to do some sort of recycling. 

 

Mayor Koch opened the floor for public comment.  No public comment made.

 

Motion by Killeen, seconded by Bayless, not to take action on the Recycling grant.  Vote:  Five ayes.  Bouse – nay. 

 

Alderman Schroeder inquired on the condition of the building and the equipment used.  Mayor Koch stated the condition of the building is poor and will have to be demolished.  The equipment at the RC is a baler and two compactors that can still be used.  Also, a Bobcat that was a result of a grant on the Recycling Center.  Les Murdock to check if the city may have the Bobcat if there is no longer a Recycling Center.  Alderman Moreland entertained the idea of a larger grand scale recycling system for the entire city to follow.  Alderman Howard suggested that the city consider that 5 or 6 years down the road.  Alderman Howard stated that she can not in good conscience vote to keep the Recycling Center running while it is losing money.  Motion by Schroeder, seconded by Howard, to close the Recycling Center effective November 30, 2004.  Roll call vote:  Bouse –no, Killeen –yes,  Howard –yes, Schroeder –yes, Bayless –yes, and Moreland – yes. 

 

Motion by Killeen, seconded by Bouse, to have the second reading of Bill No. 1349 by caption only.  Vote:  All ayes.  City Clerk Nash read Bill No. 1349 – An ordinance repealing Sections 2-153 through 2-160 of the Cuba City Code setting salaries for city employees.  Roll call vote:  Moreland –yes, Bayless – yes, Schroeder –yes, Howard –yes, Killeen –yes, and Bouse –yes.  Mayor Koch declared Bill No. 1349 becomes General Ordinance No. 981 this 22nd day of November, 2004.

 

Motion by Bayless, seconded by Bouse, to adjourn.  Vote:  All ayes.
